Yesterday I had a Quicken program failure. It was a Runtime error. R6025. I ended up uninstalling the program and then downloading and reinstalling the program. R55.13 Program performance is now abysmal. Are the Patches I had before this reinstall included in this latest downloaded program? If not please advise.

Yes, the last patch version includes all the changes that came before it.

A lot of people seem to be having problems with R55.13. You might consider installing R55.12, you shouldn't have to uninstall for that, just download and install the R55.12 patch. You can find it on this webpage:

Could not parse the URL "xxxxx\AppData\Local\Temp\IXP002.TMP\current/wyserver.wys" - it's either malformed or is an unknown protocol.

it did. I fixed it. So I reinstalled Quicken. Now my OSU and program performance is much slower that before the crash. I have tried to go back to R55.12 as someone on the forum suggested. It will not let me do that. These constant program problems are getting old.
