@neeets First, this is a community website for fellow Quicken users, and isn't Quicken Support. You can contact Support using the link at the top of the page. (I'd recommend using phone support, because the representative can link to your computer to view what you are seeing.)
Second, this is not something everyone is experiencing — and it isn't new. In rare cases, some Quicken preference or settings gets messed up to put it in the state you've described. There have been a number of suggested cures which have worked for some people, but I don't think we've ever established a foolproof works-every-time resolution.
One thing to check is if you have any other windows (registers, reports, settings) open in the background: pull down the Windows menu and if there are any items belong "Sync Errors" in the menu, select them one at a time and close them.
Some users have reported success, sometimes but not all the time, by following this sequence precisely: scroll to the top of the register, make some minor change to the top transaction, save it, immediately quit Quicken, then relaunch.
If you don't find an immediate cure, one thing that may help you live with the issue is knowing that the Home key on the keyboard will jump you to the top of the register. If you have a standard keyboard without a Home key, you can press Fn-leftarrow to scroll to the top.

thank u for your replies. I think I may be one of the unexplained. Long time user. One question. When u say save immediately, all u do is hit return, correct? There is no ‘save’ option. I edited a memo, hit return quit Quicken and relaunched. Screen started displaying transactions from ‘99 😢
