PenFed credit card CREDIT transactions not included in downloaded transactions

This is not a connectivity issue. Quicken does download new expenditure transactions.

What is missing from downloaded transactions, however, are CREDIT transactions. In my case this includes payments and reward credits.

The the big connectivity issues earlier this year, downloaded CC transactions included both debits and credits. Now I am seeing only debits downloaded.

Anyone else seeing this? I do not experience this behavior with any other credit card at other institutions.

Are you automatically accepting downloaded transactions into your registers?
If you are relying on Quicken to "automagically" fill your account registers from downloaded transactions, you may run into problems. Despite all efforts by the Quicken programmers, the "Autopilot" (that's my name for the part of the Quicken program which processes downloaded transactions and converts them into new register transactions) is not infallible. For that process to work 100% of the time one would need a crystal ball because the information downloaded from the banks often is just too terse and cryptic.
You should, at least for a while, turn off the "automatically accept downloaded transactions into registers" setting to gain better control over what is downloaded and what to do with it. Click on and review each downloaded transaction, make changes if necessary (e.g., to get a payee name = "Starbucks" instead of "POS TRANS 070119 STARBU", "POS TRANS 070219 STARBU", "POS TRANS 070319 STARBU" or to assign a category) before you click to accept each transaction.
Any changes you make to downloaded Payee Names are remembered in Renaming Rules.
Any other changes you make (add/change Category or Memo text) are remembered in the Memorized Payee List.
Next time the same transaction for this Payee comes along, Quicken should remember and give you a better new register transaction.

No, I do not do this. I inspect every transaction before accepting it, and as you suggest I do modify payee names, and categorize manually as needed.

Very good. Thank you for responding.

In that case, if you have issues with credit card payment transfer transactions not being created properly upon download, I would suggest recording the payment transfers when you make payment and BEFORE you download transactions from the bank or credit card. Scheduled Reminders appear to work best for me.
This ensures that a correctly categorized transfer transaction already exists in your register. When downloading Quicken can simply match the downloaded data to the existing register transactions in both accounts and nothing gets missed or mismatched to a prior transaction.

This is what I do. For payments, I do use scheduled reminders so that Quicken knows about upcoming ins and outs for cashflow prediction. So, to be clear, a scheduled payment does land a transfer transaction from my checking account to the credit card account. The transaction is in my register long before the CC company actually takes the money and posts the payment. Quicken isn't even downloading the payment transaction from PenFed. The other transaction, a statement credit, is not one I have scheduled. While PenFed is posting that transaction, Quicken is not downloading it either.

This smells more like a PenFed issue, along the lines of they are just not selecting all the transactions in a given account to send to Quicken's servers. But I think it has to be Quicken to take this issue up with PenFed. I think we all know that PenFed's (or any bank's) online banking department isn't going to know anything about this.

To get this ball rolling you need to contact Quicken Support on the phone during posted hours of operation
Support needs to take a look at your download log files, to determine where the problem lies and to escalate this issue when necessary.
