Why does Quicken allows me to skip password for password vault?

For years, I've been inputting my Vault password to download transactions, but I've found that if I click "Skip," the transactions all download anyway. That renders the Vault password useless. Anyone know how to change this?

The only passwords in the Password Vault that are needed when running One Step Update is for the accounts setup with Direct Connect connections. The Express Web Connect and Express Web Connect+ download connections have their passwords/tokens stored on the aggregator's server already since those accounts have their information downloaded and aggregated in over night processes for later download by you.

You can see which download method is used for each account on the Account List (Tools menu).
