Get verification of files synced between Windows PC and HP laptop, but data not moving.

Quicken doesn't move/sync data files between machines. If you want to move your data file between two machines you have to do it.
EDIT: Copy the *.QDF file from one machine to the other and open it there.

not sure what you are seeing - but Quicken doesn't SYNC between computers -
BUT - it does SYNC from each computer up to the Quicken Cloud for the - Quicken Mobile App and the Quicken on the Web portal0
