Memorized Payee List doesn't update automatically

Quicken Deluxe R51.12

When I type in a transaction, the memorized payee list isn't updated:

a. When the payee is new, it isn't added to the list.

b. When the payee is already in the list, the details aren't updated.

Adding a new payee manually works okay.

How can I fix this, please? ..Bill..

    a. See the setting at Edit > Preferences > Data entry and Quickfill > Automatically memorize new payees

    b. Go to the entry for the Payee in the Memorized Payee List and un-check the Lock box.
