If you haven't done so already, I'd say it's time to call Quicken Support on the phone immediately and request help. Let them do a screen share session with you to review the situation on your computer, to determine the nature of the problem and to figure out how to fix it.

Maybe I'm mistaken but isn't BofA an Express Web Connect+ connection? If so, it should be noted that EWC+ connections does not support Quick Pay.
Also, this Support Article shows how many free checks are included with each Bill Manager plan. If the number has been exceeded, there will be a message that if you want to get more Check Pay and/or Quick Pay instances you will need to pay more for it.: Quicken Bill Manager: How many payments can I make each month ...
Here is what this Support Article says about this error message:
I do agree that if none of these 3 things is the cause of the message you received, you will need to contact Quicken Support on this issue. They will be able to help ascertain what is causing it and what can or must be done to resolve it.
