Category changes randomly when I save a transfer transaction

Every time I enter a new or modify a downloaded transaction and select a transfer category, Quicken changes the category when I save it. I cannot save a category I have chosen. Anyone having this issue? This only happens with transfer transactions.

Transfer transactions should not have categories. The program prevent this in some places but fails to prevent it in others. Transfers move money between accounts; categories identify money as income or expense. One transaction cannot be both at once.
