This is under the Business & Personal paragraph, "NEW Added ability to invoice clients, receive payments".
Is that feature under both versions or only business?

@Porthole2 The ability to create and manage clients, create and manage invoices, apply payments received to invoices, track outstanding invoices, calculate sales taxes on taxable items and report on sales tax liabilities, etc. are all parts of the Business & Personal subscription.
You may be aware that Quicken Windows has long had a "Business & Personal" level — it used to be called "Home & Business" — but Quicken Mac never did until about a year ago; the functionality initially released allowed Mac users to create one or more businesses, create separate business income and expense categories which roll into the appropriate tax lines and reports for a business, and to identify income and expense transactions as belonging to a specific business. But it was largely an incomplete tool for many small business owners because there was no way to easily track activities for individual clients, to create invoices, and to track payments — and after an additional year of development, that is what has been delivered in version 8.0. It's now a much more robust tool for someone with a small business who wants to track both their personal and business income and expenses.
This is what the "Business & Personal" subscription tier adds; users of Quicken Deluxe or Premier won't see these features.

Yes, correct. There are four tiers of Quicken subscriptions:
- Starter
- Deluxe
- Premier
- Business & Personal
There is actually only one application; your subscription level determines which features you do or don't have access to.
