Accounts Summary Report in Mac
I edit the report setting it to give data for “last year”. Instead it gives my current balances each account. (The Net Worth report seems to work correctly). Any thoughts?

@wcressey Are you using Quicken Mac? You posted in a Quicken Mac category, but I see your profile says Quicken Windows. If you've switched to Quicken Mac (a) welcome! and (b) you should click on your avatar at the top right and update your profile.
In Quicken Mac, the Accounts Summary report is an old report which will probably be dropped from the program at some point. It dates back to the 2010 predecessor program, Quicken Essentials, before a lot of the current features were built. One of those new features was a new reports engine, which is used for most of the reports now in Quicken Mac. The Accounts Summary report has several flaws, one of which is that there is no place to set an "as of" date in the report. (Clicking Edit before you open the report has no effect on it; those are general controls for all the reports, but this report doesn't have settings for dates, selecting accounts, etc.) I would recommend not using this old report.
As you note, the newer equivalent report is Net Worth, which works accurately. With the Net Worth report, you can set it to any date, and you can remove closed accounts.
