Why am I getting Online Center message at startup and close of Quicken?

For about two weeks I have had this issue:
When I open Quicken and it starts up, I get a message box with the following; "Your last session was not completed. Do you want to try again now? Choices are "Yes" and "No". If I choose "No', my Quicken is normal until close. If I choose "Yes", I get a window from the Online Center transactions tab for my USAA Visa credit card. The table shows under Accounts; USAA Visa. Under Transactions; 0. Under Online Balance it shows the CURRENT balance on my card … not due, but just current. If I click send, it goes through the normal process of updated that credit card account, but then, when I close Quicken I get a window saying "Your online session was not completed. Do you want to try again before exiting?" If I pick "yes", same result as above. In any case, no amount of updating gets rid of these messages.
I've reset and deactivated the credit card account several times with no impact on the messages.
I'm running Windows 11 Home, and Quicken Classic Premier, version R60.20.
I'd appreciate a method to stop these messages at startup and close of Quicken.

I'm very uncertain, but this MIGHT indicate a corrupted Q data file. Have you tried Validating your file (after taking a backup)?

I've done everything suggested above by NotACPA (thanks!), but I still have a message every time I open Quicken, and every time I close it. The message indicates that I didn't complete my last update, and offers a chance to complete it (or not). There are, as far as I can tell, no incomplete updates. If I click on the "Yes" option to go ahead and "complete the update", I get the "Online Center" page. It defaults to the Transactions tab. There is nothing shown under the other three tabs. Under the Transactions tab, it shows one of my financial institutions (usually my credit card acct), and it shows a "0" under transactions and an amount shown in red under the Online Balance. If I go ahead and run the update, it finds no transactions (b/c, there ARE NONE!).
Am I destined to close this box every time I open and close Quicken? Whew!!

Does the amount in red match your balance on USAA.COM?
I have USAA for Visa and Checking. Mine match. I don't have the same behavior.

Yes, it does match the online "cleared" amount.

What happens if you perform an OSU omitting the USAA VISA account?

Thanks Ralph. Interesting but frustrating exercise!
First I omitted USAA Visa and did OSU. Still got the same result.
Next, I deactivated USAA Visa, closed Quicken, reopened to the same "last online session not complete", but this time with another financial institution showing in the window with Zero transactions. Did the update several times, and on the latest try I now see my three accounts with Truist in the window. All show zeros in the transactions, and they all three show the online balance (correctly) for each account.
This is baffling. For now, I'm just choosing the "NO" option when it asks whether I'd like to complete the session.

Next, I'd create a new data file. Enter at least one online OSU account and run OSU. Exit Quicken and relaunch Quicken to see if the popup still comes up. The result should isolate the issue to a data file issue or an application program installation issue.

Done, Ralph. Good sleuthing! When I set up a new "trial" data file, I entered only one account into it. I opened it. No message. I did a OSU and accepted all the entries for the account in the trial file. I closed Quicken. No message. I reopened the file. No message.
Sooooo…it's some type of corruption in my data file and not a new Quicken feature. I've run "Validate and Repair" on the main data file a few times. It finds "stuff" that isn't a big deal, but apparently the repair doesn't go deep enough to fix this "Your last online session …" error. I MAY begin building the file from the start, but that's a LOT of work! It may be simpler to just click "No" on the message at startup and close. I really appreciate the suggestion. Now I know more, but am too lazy to do it all over!
