On Transaction Report, cannot limit to certain Payees. All Payees show up no matter how I edit to "Include only transactions with selected payees"

I did some testing with my data, and I'm not seeing this. Limiting a Transactions by Payees report to a few selected Payees does exactly what it should. Same with a Transactions by Category report, limited to just a few Categories and a few selected Payees.

Let's go back to exactly how you are creating the report. Are you doing Transactions by Payees or Transactions by Category or something else? If this is an existing old report, try creating a new one at least temporarily:

Go to the Reports tab on top of the main window
On the left side of the Reports window, click on the Quicken Reports > Transaction folder icon
From the list of five Transactions reports, click once on the one you want to highlight it
Click Edit
Set the date range you want
Click the Payees tab
Click "Include only transactions with selected payees"
Click Clear All
Click the check box for one or two payees you know had transactions during the time period you selected
Click OK

For me, the report shows exactly what it should: only transactions for the one or two payees I selected, in the date range I specified.
