What is the easiest way to rename my Quicken file via Windows File Manager.

First I will backup my original file with Quicken Backup.

Then, using Windows File Manager , Copy file, Paste File, and rename "Paste" file.

Will/should that work?

Yes. Then, pull down the File menu and Open the newly renamed file.

You'll probably need to double-click on the copied file to open it the first time. It won't be in the File menu unless it was created within Q or previously opened in Q.

Since you have made a backup, why not just rename the current file and be done with it versus renaming a copy. Then, double click as NotACPA suggested on the renamed file to get Quicken to start and Open it.

Is renaming the file all you want to do? If so, then as @splasher suggests, backup the file (just in case). Close Quicken, rename the file, then double click as @NotACPA says, to open in Quicken.

Your backups, going forward, will begin with the new file name so you'll be able to tell the backups of the previous data file from the renamed ones.
