Citibank download missing transactions on windows R61.20 (and previous 2 versions)

I've been having problems with down of citibank credit statement transactions over the last few cycles. I have two separate card accounts with citi. Both accounts exhibiting the same behavior.

When I go to download transactions at statement time, I get a few of the most recent transactions, and thats it. I've gone thru the cycles of reset account(s), and also deactivate and re-activate accounts. I've reset the DTS timestamps for the accounts back to a date prior to the missing transactions. But the transactions do not update.

Both accounts are Express Web Connect+ (I think thats the only option for citibank cards now).

Had the problem on the prior version and still have it on R61.20. Its not a temporary connection issue since its happened the last two billing cycles.

Looking at OFX and connection logs, I repeatedly see this error:

    Also, you mentioned having deactivated and reactivated the account previously—when you reactivated, did you do so via Set Up Now in the Online Services tab, or via the Add Account flow?

    I did previously the support article, and none of that addresses my issue.

    To answer your question, I reactivated both accounts via the "Set Up Now" in the online services tabs of the account(s).

    ..And in the event that your question was also a suggestion to try the alternate method, I deactivated the account, then went to the Add Account flow and reactivated/linked the account that way. Same behavior, no transactions download.

    And the connection log error still exactly the same:

    Are you deactivating all of your accounts with CitiBank before attempting to reactivate via the Add Account function?

    I believe that I was doing the account disable and re add one account at a time.

    Hello @John QW,

    Thanks for letting me know. I advise reviewing the steps below closely and attempting to resolve this issue again. It is recommended to save a backup before proceeding (just in case).

    1. Open the Account List in Quicken (Tools > Account List OR Ctrl + A)
    2. If present, select the Show Hidden Accounts checkbox at the bottom of the Account List
    3. Edit each account with this financial institution to Deactivate (or Remove From One Step Update) on the Online Services tab
    4. Click on the General tab and remove any info displayed in the Financial Institution, and Account/Routing Number fields. Note: The account must be deactivated first before these fields can be edited.
    5. When finished, close the Account List
    6. Close, then re-open Quicken
    7. Navigate to Tools > Add Account 
    8. Search for Citibank
    9. Walkthrough this process as if you were going to add a new account, providing the login credentials and answering any security questions/processes presented until you reach the screen where Quicken displays the Accounts Discovered at the financial institution
    10. Very carefully LINK each of the found accounts to the appropriate account you already have set up in Quicken.

    I followed this procedure as well, deleting online access, manually removing account number and provider info from both accounts, and then 'adding new account' re-authorizing and relinking. I still get the same error as noted above in the connection log , and no transactions download.
