Quicken for Mac handled manual downloads better? Windows not working?

My bank only provides transactions in the following manual download formats:
PDF, CSV, QIF, OFC, OFX
Quicken for Mac could accept "OFX" beautifully (being able to delete duplicates) and I have used it for this purpose for 8 years. Then I needed to upgrade my computer.
Quicken for Windows only accepts QIF (but then it doesn't delete duplicates) and I am downloading 400 transactions per month
Questions:
(1) Have I made a terrible mistake moving to Quicken for Windows.
(2) Why is there nobody at Quicken who can help me
(3) Why does OFX work in Mac and not Windows

If you are going to use QIF file imports, look into ImportQIF by QuicknPerlWiz. It will convert your QIF download to a Quicken ready QIF file for import into Quicken and it prevents duplicates. It can also do category assignments if so desired.
As you have found if you have already done some QIF imports, subscription Quicken automatically imports them and doesn't use the Downloaded Transactions window for review.
It is also free and Quicknperlwiz does a great job of supporting it through his website.

You must have been using an older version of Quicken Mac because from what I know the newer versions removed the ability to import OFX files into Quicken Mac.
One has to understand that there is very little difference between an OFX file and a QFX file on the technical side, but there is a world of difference on the business side. The QFX format includes extra entries that allow Quicken to see if that financial institution is supported. Whether it be just policy or maybe even legal in the contract with Intuit I don't know, but they are only going to support those financial institutions that Intuit (their third-party service provider) has a "partnership" with.
There are ways to convert an OFX file to a QFX file, and ImportQIF is one way it can be done. Note that you can only import QFX files into a supported version of Quicken, as in Quicken Subscription and the subscription has to be active. In the case of Quicken Windows, you can import QIF files into versions of it even if you are using an older non supported version of Quicken or with an expired subscription.
