Are your accounts held at the Canadian Scotiabank or the USA Scotiabank? Which version of Quicken did you intend to purchase - Canadian or USA?
This particular location in the Community is for issue specific to Canadian users / the Canadian version. The screenshot you included is - without doubt - a screenshot of the USA version of Quicken. If you are wanting to download from the Canadian Scotiabank and you intended to purchase the Canadian version, you have somehow ended up with the USA version and that is the cause of your problem. The USA version blocks importing data from Canadian financial institutions.
