How to stop quicken classic from trying to sync my data when I am not using quicken?

I am on Quicken Classic Version R54.17.
I do not want quicken to try to download my banking data unless I request it using my desktop app.
I have disabled scheduled updates. Is there anything else?

Are you using US or Cdn Quicken?

I took a look at your account and saw that you're using a Canadian subscription, so I’ve moved your post to the appropriate category.
If you’ve already disabled Scheduled Updates, I also recommend checking Edit > Preferences > Startup and making sure the box for “Download transactions when Quicken starts” is unchecked.
If both of those settings are disabled, Quicken should no longer update your connected accounts unless you manually initiate a One Step Update.
Additionally, I noticed you’re running an older version of Quicken Canada. To help ensure optimal performance, I recommend updating to the latest release (R62.18). You can do this by going to Help > Check for Updates in Quicken.

Someone correct me if I'm wrong … I'm a Quicken US user, Canada may be different …
It's my understanding that, when an account is activated for downloading, the Quicken / Intuit data aggregation server will call the banks automatically every day to download and store transactions for you. This will speed up your One Step Update processing when you select it to run.
If you don't want that to happen, you need to deactivate all accounts.
When you are ready to download transactions, instead of running One Step Update, logon to the banks' websites and download transactions in the form of Quicken-compatible QFX files for each of your accounts, for import into Quicken. You need to specify the date range since the last download or select a complete monthly statement's worth of transactions, depending on what the bank offers on their website.0 -
And as an extra measure, make sure sync is turned off with Mobile & Web, both in Preferences and at the account level (on the Web & Mobile tab).

There is also some syncing that occurs between Quicken and the data file's Cloud Account. This syncing will occur regardless of whether Mobile & Web Sync is turned on or off. It can only be prevented from happening by making sure Quicken (or the computer) is disconnected from the Internet while Quicken is running.
I'm not sure of what all is being synced between the application and the data file ID Cloud Account but I do know that some of it is quite benign (such as categories, subscription information/status, license information/status, etc.). I also know that some basic financial institutions information is synced, such as the financial institution names and ID numbers. I am also under the impression that there is no actual financial data synced with the Cloud Account provided Mobile & Web Sync is turned OFF. If Mobile & Web Sync is turned ON, most financial institution is uploaded to the Cloud Account so it can be accessed by QMobile and/or QWeb.
Perhaps what is most concerning for some people is when they find out that their EWC login and the EWC+ security tokens information is not saved on their computers but has been saved on Intuit's/Quicken's servers so they can use it to download transactions data at night. Intuit downloads data from EWC and EWC+ connected financial institutions every night, whether or not we run OSU. The data they download is then saved on their server waiting to be downloaded to Quicken when we next run OSU. As mentioned earlier in this thread, the only way to stop this from happening is to Deactivate your EWC and EWC+ connected accounts.

The original post makes reference to "syncing" and "downloading". The question/problem statement is anything but clear here. Which answer is most helpful or applicable depends on what the OP's intent was…
A more clearly worded question/problem statement would go a long way to getting a clear response/solution.

Windows 11 (2 separate computers)..... Quicken Premier.. HAVE USED QUICKEN CONTINUOUSLY SINCE 1985.

And if this is what they really want, then as stated earlier, the only way to stop that from happening is to deactivate all EWC and EWC+ connected accounts. As long as those accounts are activated for download Intuit will be downloading financial data to and saving it on their server(s). This is done every day whether or not we run OSU and whether or not Quicken is even running on our computers.
Then, assuming they still want to download transactions, it means that every time they want to do that they will need to reactivate/reauthorize those accounts, again. And after the transactions have been downloaded, deactivate them, again.
Alternately, if the financial institutions support Web Connect (manually downloading and importing the financial information in QFX formatted files), this method can be used. Intuit is not involved with downloading when WC is used.

Which, is in complete contrast with the Subject of the post, which is "How to stop quicken classic from trying to sync my data when I am not using quicken?". Syching and downloading are nearly opposites… at the very least, they are entirely different processes. Is this post discussing downloading transaction data from financial institutions to the user's Quicken Classic. Or, is the post about synching data with the cloud?

Any and every Canadian financial institution that supports EWC also supports Web Connect. A grand total of zero Canadian financial institutions support EWC+.
