when dealing with bond companies (e.g Eaton) they provide a bond tracking number (symbol) - Q should add this to the memo field as an aid to reconciliation.

The fundamental question regarding downloading is: what data is Eaton providing in its downloads to Quicken. Quicken can't put something in the Memo field if it doesn't exist in the data download. You might be able to determine what it is and isn't providing if Eaton offers a way to download a QFX (or OFX) data file. If so, download a file, and drag it to TextEdit to open it in a text editor. The QFX file isn't reader-friendly, but you can figure out what's going on enough to see if those bond tracking numbers are being included, and if so, ow they are labeled. (For instance if a line showed something like <MEMO>"0123456789"</MEMO>, it would show up in the Quicken Memo field, which you're saying isn't happening. But is the number there, labeled as something else?)

Also, you mentioned R63 above, are you using Quicken Windows?
What the OP mistakenly refers to as both the "bond number" (which typically means the serial number) and as the "symbol", is actually the CUSIP … and it's available in the Security List of QWin.
Also, as written, I'd oppose this idea. I'd support, however, and Idea to make the CUSIP optionally visible in the Investment list.
I'd also ask @leonard kearney if he has, for example, so many Alphabet Inc bonds that he can't tell them apart from the g
