Hello @Richard Sturgeon,
Thanks for reaching out!
Have you tried restoring a backup of your Quicken data file from before this issue occurred?
Also, can you clarify what exactly happens when you try to access the vault? Are you seeing an error message, or does something else occur? If possible, please provide a screenshot of what you’re seeing. If needed, please refer to this Community FAQ for instructions on how to attach a screenshot. Alternatively, you can also drag and drop screenshots to your response if you are not given the option to add attachments.
Thank you!

It is telling the password is wrong and the password has not been changed.

@Richard Sturgeon Thank you for confirming that detail. Since Quicken is reporting the vault password as incorrect, even though you haven’t changed it, I strongly recommend restoring a backup of your Quicken data file from a point in time before this issue began. This is often the quickest way to regain access when the Password Vault becomes inaccessible unexpectedly.
Have you had a chance to try restoring from a backup yet? If so, please let us know what happens.

What i ended up doing was resetting the password vault that took care of the problem.
