@Doninthewater you can get most of your requested functionality using the All Transactions reregister. You can access the All Transactions register via the link at the top of the Account Bar.

Once you have the All Transactions register displayed, you can sort by the Flag column or use the filters at the top of the register to display Flagged transactions. Hovering the mouse pointer over any flag will show the accompanying note text.
