Dumb question, but does your drive where you are trying to put the backup have enough free space?

Yes, there is enough space on the drive.

I have managed to save the Backup to a local drive, but when I restore the Backup, Quicken opens the file from the OneDrive file backup which appears to be a temporary file. How do I make sure the backup opens on my local folder (not OneDrive local folder. I think because it is opening on OneDrive, I'm prevented from entering all my transactions.

I don't use OneDrive or any cloud drive, so the only advice I can provide regarding it is to un-install it, which you probably don't want to do.
