Issue started about 3 weeks ago, but I have noticed that it started around September. When I log out it does not give me the option to backup.
Sometimes when you install a new version of Quicken the backup settings are changed.
Go to Edit > Preferences > Backup and correct the settings. The settings I use look like this:

There recently was an issue with Backup settings getting changed without user input after updating to R66 (CTP-16412). That issue was fixed in R66.23, but if you updated before the fix was released, it's likely that your backup settings changed. Did @Jim_Harman's post fix the issue for you?
