Custom report listing flagged transactions?

I would like for the flag column in a register to be more useful. I have not figured out how to create a custom report listing flagged transactions, ideally including notes attached to the flag, ideally with filters for the color of the flag. Customizing a report does not offer an option to include or filter the flag data.

The flag column seems to have very limited functionality. For example, if I click on the flag column header it behaves like it's the Payee field, and it sorts the Payee column's data but doesn't bring the flag transactions to the top or bottom of the sorted register for inspection.

Am I missing something here?
