I will also point out that anyone that wants one of those patches should get them now because I'm not sure how long they will be available.
But yeah, people that want the Quicken Windows US 2013 Deluxe install, which is fully patched, should get it from the official link you posted.

Does anyone recall a list of features that varies between Deluxe and Premiere? Specifically QW2013.

I never had Premier back then, only Deluxe, but the difference between them stayed pretty much the same for all the years until Quicken Inc/Quicken Subscription started adding more features to Premier; mostly online features.
And so, the advertisements were that Premier was the "investment" edition, but in practice Deluxe supported all the investment functions with only missing like one investment report and a couple of specialized tax reports like some "schedules", which one could use the main tax schedule report for the same information.

I decided to install Quicken 2013 US Deluxe and compare its reports to Quicken Subscription Premier.

Don't forget the new or supposedly improved Premier-only features that are currently broken:
- Real time quotes (returns bogus quotes for securities with blank tickers)
- Portfolio X-Ray (returns the same AI analysis regardless or your allocation)
- Crypto tracking
