Can't contact any institution to reauthorize or add new accounts

I am quite blown away at the moment. Let's just concentrate on one problem - Bank of America. I've been asked to reauthorize my accounts. I've deactivated related accounts, and I'm attempting to re-link them by going through Add Accounts like I'm adding a brand new account and typing in Bank of America. Quicken is reporting it can't get information from Bank of America and wants to add a manual account. After some experimentation, I tried another institution using the same method. Well, it can't contact the other institution either and wants to add a manual account. What in the world is going on? One Step Updates has been working fine (and for the most part worked today). Relinking accounts has been working fine also until recently. I'm baffled. I run my own DNS with DNS blacklists. I turned off the blacklists and no difference (even though this has been fine in the past). I turned off antivirus with no change. Please advise and this is a hard stop at this point.
