Cannot add American Express as online biller

I am having trouble similar to this post:

In the second tab of AMEX account settings , I click on "Add as online bill" and go through the steps, but this AMEX account never gets added as an online bill. After I try this procedure and validate the Quicken file, the validation results show numerous very old transactions for which a transfer account no longer exists. Validating a second time produces a clean report. Transactions download just fine.

I have another AMEX account that works fine, but not this one. I'd like to have the problem account added as an online biller so I can pay using Quick Pay. Any suggestions?

Thank you for reaching out! To troubleshoot this issue, please navigate to the Bills & Income tab, then click the + icon and select Online Bill. Then, follow the prompts.

If the issue persists, please let me know exactly where in the process it's failing, and what error messages/codes you see (if any).
