Dual Monitor Display Issues

Was there ever a fix to the issues with dual monitors where hoovering showed up on a different monitor. Seems like there were many threads about this that are now closed however I don't see a fix on any of them. This has been going on for YEARS! Why no fix?

Which operating system are you using?
What type and how many monitors do you use?
What are your display settings and refresh rate?
Does disconnecting and reconnecting your additional monitors temporarily correct the issue?
