What is the difference between Quicken Deluxe and Quicken Starter? Does Quicken Starter do everything Deluxe does without all the automatic downloading from accounts?
No. You CAN download into Starter, but Starter can't handle investment or non-card liability accounts. It's pretty much limited to checking, savings and credit cards.
Also, if your Starter subscription expires, it goes into Read-Only mode, while Deluxe puts an obnoxious RENEW banner on about 1/3 of your Q screen, and can no longer download, but you can still manually input into Deluxe.
Starter is much more limited than Deluxe. A Starter subscription is only useful for basic banking accounts, it doesn't support investing, retirement, loan, or asset accounts. None of the tax reports work except for the basic Tax Schedule report, and budgeting is limited to the 1 month view. If you downgrade from Deluxe to Starter, any unsupported accounts will still be visible but they'll be read-only.

The rule on Starter going read-only if the subscription expires has been changed. It no longer goes read-only. One of the moderators pointed that out to me a while back.
Also, another thing besides the ones mentioned about Quicken Windows Starter is the tags. You can apply them to transactions, but you can't view them in reports.
