How to exclude an specific transaction (s) from my Budget

Hello,

I wanted to know what is the best way to exclude specific transaction(s) from the budget. I have tried marking them with tags, but there is no way to select tags in the budget options. I don't see I don't see any way to exclude specific transactions, I can only select categories and accounts, but I don't want to create off-budget categories/accounts.

Please tell us a bit more about these specific transactions, which I understand to have actually happened, and why you want to exclude them.
