We use Quicken to plan and execute events. Each event is logged as a TAG. We do not track by month or category. We need to be able to set up budgets by tags please.

This seems like a very reasonable request. Others may have other ideas about how to do this currently, but I think you might be able to do most of what you want using the current capabilities of Quicken.
You say you don't currently use Categories at all, but you might set up two Categories, Event Income and Event Expenses for example, and assign all of your event income and expenses to the appropriate Category, with a Tag for each event.
You could create a named budget for each event, corresponding to the Tags you are using.
Then for each event, you could run a Current Budget report using the event's budget and customizing to include just the corresponding Tag.
Another and probably simpler approach would be to use subcategories of the Event Income and Event Expense Categories rather than Tags to track your events. Then you would only need one budget and you could include only the active events in the budget.
