@gtamm I've tried to replicate this issue, with several different investment accounts and links, but I cannot. It looks like you've had this issue for a while and have tried several troubleshooting steps. My suspicion would be either data file corruption or interference with Quicken's embedded browser/cache by a security product. If clearing the cache reliably fixes the issue every time, but only temporarily, the real question becomes what is causing that cache to become invalid again.

@gtamm for #4, check whether you are running any of the following:
If so, disable or turn them off and check if that resolves the issue.
@gtamm Several features in Quicken use its embedded web browser. Any of those might be corrupting its cache, leading to the error you see when you try to do something else that uses the browser.
[adding] I had a browser-related problem recently when trying to add an account and it turned out to be related to Chrome, which is my primary web browser. Clearing the Chrome cache and cookies fixed that problem.
What are you trying to do when you receive the error? Is it clicking on links in Quicken, or trying to access one of the features below? Does that fail right away after clearing Quicken's cache, or does it work for a while then fail?
I don't have a comprehensive list of the browser-based features, but they tend to be those that have a menu on the left with a dark background and details at the right. Some of them are

The issue seems to have scope creep, as it was originally just on investments, but now has moved to Lifetime Planner.
It originally was only on Investing tools, then moved to Lifetime Planner.
Clearing Cache did not resolve (maybe for 1 day).
I copied datafile and reloaded Quicken, still the same problem.
I have Validated and Repaired the file. Still not resolved.
I used Chrome as my default browser.

@gtamm I suspect that Trend Micro AV is causing your issues. A quick way to isolate the problem is to temporarily disable Trend Micro's web protection features and test Quicken. If the error disappears, we've identified the cause. If it doesn't, we can rule Trend Micro out and move on to the next possibility.
I disabled Trend Micro at startup, and it worked for 3-4 clicks before the error message returned. This is baffling, as the issue persists even after that change and all other changes. Renaming Cache works for 1-2 clicks, then reappears.
@gtamm disabling Trend Micro at startup still doesn't disable it from doing "real time" protection.
