Tax Planner doesn't use the changed "next instance" for Reminders with split Categories [revised]

This was tracked as CTP-11835. It was resolved in R68.25, but I encountered it again today while running R69.29. The amount that was not updated in the Tax Planner was in a Reminder with split Categories. It appears to work OK if the Reminder only has a single Category.
