I suppose the answer you want will depend on what you mean by the quicken cloud function but, assuming you're referring to the Quicken Cloud, you may want to review: https://www.quicken.com/support/what-quicken-cloud
According to the instructions at https://www.quicken.com/support/what-quicken-cloud I was to uncheck "sync to quicken cloud (manage accounts to sync)". Unfortunately my version of Quicken Starter does not have that command to uncheck.
For decades I used Quicken ver 2.0 This last Christmas I decided too finally upgrade it. ver 2.0 functioned without a tiny fraction of problems and defects the upgrade has shown. The programs Help screens are poorly presented and are virtually worthless. I tried several times to download the manual that is claimed to exist on intuits website. It to is a waste of time as when downloading does nothing but give a endless message to "Wait". It appears that the website is Paralyzed and can't find the file. The progress bar stays blank. This is by far the most screwed up piece of software I have ever encountered. This should embarrass Intuit when it's realized that the users can get much, much better results by going back to ver 2.0. or by getting another company's software instead. It's pretty bad when a company's worst and destructive enemy is itself. : (

If you do not see the option on the One Step Update Settings, you have not setup Quicken to sync any accounts to the Quicken Cloud.
Also, for what it's worth, Intuit Inc. hasn't owned Quicken since 2016.
Huh, when I do the updates to my bank account it reports that Quicken failed to perform the syncing. It gives an error code something like B200. Before a couple of weeks ago it was reporting success in syncing. This creates a contradiction. If I could get the manual it might explain the ma ,many problems, if not I have to return the program to Staples.
