Tags Tab Not Appearing

I'm using Quicken Starter 2019 and have been tagging transactions for a long time (I've been a Quicken user since 2006). I can see the tags in my register. Customizing a spending report doesn't display the Tags Tab as multiple help articles says it will show. I can run the "Itemized Tags" report for the current year but I can't do any further customization.
Anybody have any ideas?

Did you use the Deluxe Edition or higher and downgrade to Starter?
As far as I’m aware tags are not supported in the Starter Edition, you will see the existing tags in your file if they were added in a Deluxe or higher version, but you won’t be able to add new tags or use them in reports.US Quicken Deluxe for Windows Subscription R28.16 on Windows 10 Pro v20045 -
The Starter Edition does not provide the full tag functionality. If you want the full tag functionality, I suggest you purchase the Deluxe features: select Help > Add Deluxe...5

I've been using NON starter versions until this year. I regret downgrading as I have spent hours trying to figure this out to save $10. And the product comparison mentions nothing about Tags not being available in reports for Starter Edition. Thanks, this issue is resolved.0
