I want to have Payees associated to a default Category each time a transaction downloads.

When I used the Windows version, you could use renaming rules and memorized transactions. Does this same functionality exist in the Mac version?

    No. Not yet. But the Mac product massager said they were working on adding this functionality to Quicken Mac, so we're expecting to see it appear sometime in the not-too-distant future. (Exactly when, we don't know.)
