investment performance report -> "securities" selection messed up?

I have been playing with quicken reports as I have recently upgraded from quicken 2014. I have been having problems with report errors.
The problem seems to be "Customize->Securities" selection is messed up. It seems kind of random how it handles the inclusion/exclusion of records
For example:
I created a simple new data file with four transactions as below

If a do a default investment performance report I only see the $3 and $4 transaction included

but if I remove the tick on the customize -> securities -> foofoo i get the following report with all for transactions.

I don't know why they are like this... its the opposite of what I would expect. The end result (bottom line)is the same but the line items are different. It gets more messed up with a larger datasets. Is there something I don't understand about these reports? or is there something wrong with them?

I think you are misinterpreting or misunderstanding the report and its customization. This is exacerbated by the behavior with MiscExp (Cash) transactions. I'll start with a broader overview on the report.
The Investment Performance report list transactions that come into (Investments column) or go out of (Returns column) the universe defined by the customization. It that universe were all your investment accounts and all your securities, the in-and-out would be transfers to spending accounts and MiscExp. None of the internal buys, sells, dividends, etc. would be listed. The effects of all those internal transactions would be reflected in the change from Beginning Market Value to Ending Market Value.
If the customization of the universe changes, for example, to be only one security, then the buys, sells dividends of that security do appear in the in-and-out columns.
Those sort of distinctions on what transactions appear in the list are frequently what confuse users. (Maybe or maybe not, that applies to you.)
Now to the MiscExp quirks. There appears to have been changes between what I recall from QW2014, what I see with QW2017, and what is currently happening with QW-Subscription. It is not clear to us users how much of this is intentional or it has been fully flushed out and de-bugged.
In older versions of Quicken (such as QW2014 as best I recall), it did not matter whether the MiscExp transaction included a security name in the optional field. For purposes of the Investment Performance report and its customization, I believe that field was ignored.
By QW2017, including or excluding a security from the customization did affect the listed transactions and thus the bottom line performance. See my post toward the end of this discussion -- https://community.quicken.com/discussion/7850158/modify-investment-performance-report-so-that-fees-can-optionally-be-excluded. Whereas including the security led to listing the MiscExp transaction as a return, excluding the security moved that transaction from the Return column to the Investment column.
By the 2019 releases of the QW-Subscription, the behavior again was modified as discussed in other posts in that same discussion beginning with Jim Harman's post on July 2, 2019. Jim also posted in several other discussions along the same line. The final post from @markus1957 seems to explain the change from my QW2017 observation. I can't comment on the significance of "zero shares held" qualifier. That cited discussion was clearly directed at a specific goal.
