Upgrade path Quicken Deluxe 2012 - Conflicting Answers Online

I have an older client with Quicken Deluxe 2012 and we did a clean install of Win 10 due to sunset. He doesn't have access to the original 2012 CD so we need to get a newer version to install and import his data file.
I've seen some posts that say he should be able to do a straight upgrade and other that say that he needs to do an incremental upgrade. Specifically Quicken 2017 with disclaimer that you must have 2013 or higher to avoid upgrade issues.
So what is the true upgrade path and what are upgrade version options?

Actually he can convert to 2013 for free and stay on that.
I'm staying on Quicken 2013 Premier for Windows.

VolVogirl, yes I did see that thread but I've also seen references that state that you can't upgrade to 2017 from anything older than 2013 without the risk of data not being imported correctly.. Hence my concern.
My question is which is correct?0 -
Who wrote the references that you cite? Can you provide a link to those responses?Because the link that @volovogirl provided is from Quicken itself ... and thus authoritative.

"If you are converting a data file from Quicken 2010 or later
"You do not need to follow the steps in this article. An intermediate version of Quicken is not necessary. Simply install your new version of Quicken and open your data file.
Simply download and install Quicken Subscription (2018, 2019 and 2020).
