Why do previously reconciled transactions continue to show up in the Reconcile an Account function

I continue to have previously reconciled transaction show up in the match screen when reconciling an account. They are all marked as 'R', but continue to show up as transactions to match against.

Until an entered transaction has been matched a downloaded transaction (or is significantly old), the transaction remains available to be matched.
