Thank you for reaching out on the community and telling us about your issue. I believe you purchased the product through the quicken website correct? If so then you would not have received an activation code as the purchase is attached to your quicken email. If you purchased the product through a 3rd party retailer (Walmart,Amazon,Staples,Etc) then you would receive an activation code.
If you did purchase through the website I do recommend contacting Quicken Support via phone so that an agent can take a look to see why it's not letting you through. Please let us know how it goes!

Downloaded 2020 software, started new 2020 version.
