The bad news is the file is most likely beyond any reliable use. You will need to restore a file as far back as needed with a clean file validation.

How do I find a clean file validation?????
I'm beginning to believe the new company is in trouble because of all the updates that do nothing for me. I have been with Quicken going back to 2008.
I think it's time to look around for a replacement program, not happy. CR

By restoring progressively older backup files until you find one that Validates without error.

If you haven't already, I suggest you perform the
Copy and Validate Instructions
as described in:
https://www.quicken.com/support/advanced-data-file-troubleshooting-correct-problems-quicken-windows

The QEL portion of the file is not critical; it stores download files data from FIs. Your register data will be preserved unless there are errors you did not convey.
If you don't have a clean recent backup, follow the steps in the data file troubleshooting link.
