Backup error - "Unable to open source file"

I keep getting this error when I am trying to perform a backup. Occasionally it will work, but now I get the error every time. Anyone else seen this?

    What is the full path to the folder that contains your Quicken data file on the hard drive? Are you using OneDrive, Dropbox or Google Backup?

    The data file is in a documents folder- C:\Users\rober\Documents\Quicken

    I back it up to a portable hard drive.

    The question being asked above is ... do you have any of the Cloud Services backing up your hard disk - ie - the Documents folder - or the /Quicken/ folder....
    Something has your Quicken QDF file "open" and is preventing the Quicken backup.

    No, I am not using any cloud service for backup. Only backing up to a portable hard drive

    Disable anti-virus to test if that is interfering as some do.
