You can't use tags in budgets.  You can create multiple budgets with different categories/accounts.

Back when I was using Quicken's budgeting process there were a few things where I wanted to budget at a "spouse" level and I accomplished that rather simply by using SubCategories as needed, e.g, "Medical/Husband" and "Medical/Wife", and categorizing the costs appropriately.  I don't see the need for separate budgets unless you're trying to budget every single expense and income that way.
