Am I able to download Transactions from Quicken Cloud directly into my Quicken desktop program?

    There are 3 different ways to download transactions into your Quicken desktop program.  You can read up on them at https://www.quicken.com/support/how-quicken-connects-your-bank.

    Are you talking about manually entered transactions in Quicken Mobile or Web?
    Besides downloading transactions with the methods that @Boatnmaniac posted you should also be able to enter them manually in Quicken Mobile or Web and have those sync to Quicken Desktop.

    just to be clear - the Quicken Cloud only shuttles transactions between your selected Quicken desktop accounts and their views in Quicken Mobile App and Quicken on the Web - and added transaction from Mobile or Web back into the desktop.
    It does NOT act as a backup or sharing between different computers.
