Why can't I open a chat window with Support?

I am having the issue with reauthorizing my Capital One accounts. I did all the steps to resolve and it still doesn't work. Why can't I open a chat window with support to talk about this?

    As suggested earlier in this thread, are Pop-ups allowed in your browser?
