Retail versions of Quicken Windows 2011 US shouldn’t have an “activation code”.
If you are using Quicken Windows 2011 US and do have an activation code maybe it was some “trial install” where they sent out CD to people in the mail.  Note if this is for a non Windows or non US version then that is completely different.

What I would recommend for Quicken Windows 2011 US/with activation code is to update to the free Quicken 2013 Deluxe Windows US version.  You can find the install in the updating from Quicken 2004 to 2009 section in this article.

EDIT just so you know even if had the code from the box there isn’t any way it would work since the Intuit activation servers for this would have been long ago shutdown.

Bypass registration (Quicken for Windows 2014 and older)

If you get stuck on a Registration window, you can try the following to bypass registration:

Start or restart Quicken.
Do not start a One Step Update or any other download activity.
Press and hold and keep holding both the left CTRL and Shift keys while you click Tools and then One Step Update.
When the message “You will no longer be prompted for registration” appears, click OK.

Note there is a difference between "registering" and requiring a "activation code" to install.
For the cases where there is actually an "activation code" for the install in the pre-subscription versions it is impossible to install, and therefore you don't even get to the "registration window nag".  Note that some non US versions of Quicken had this.  And I believe some of those CDs that were sent out as "free with some other software" or "trial" ones had it.

If once you get installed you get the registration nag, they what @UKR has above will allow you to permanently bypassing it, instead of just closing the registration dialog each time it comes up.
