Installing Quicken on it is pretty easy to do.  Download and install Quicken from https://www.quicken.com/support/how-do-i-download-quicken-quickencom-after-i-buy-it.  During the setup process, Quicken will prompt you to enter your Quicken ID and PW.  Once you sign in your Quicken will set up with your current subscription edition.
If you have the data file from your old surface pro or a back up file of it, you can load that onto the new surface pro and use Quicken to open it.  All of your accounts data and preferences will be there unchanged from before.
If you do not have the data file or back up file, then I am afraid you will need to start all over with a new data file and set it all up from scratch.

(Quicken Classic Premier Subscription: R54.16 on Windows 11)
