Quicken Premier takes five or more minutes to start when there is no internet connection

On my home computer running Windows 10 22H1 fully updated, Quicken starts reasonably quickly as long as there is an internet connection. But when my internet connection is out, Quicken takes 5 or more minutes to start and reach a point where my file is open and usable. The window is shown, but with out saying it is the Premier version. It is as if it is trying to reach a Quicken server to verify my license and taking a long time to time out. Is there anything I can do to improve that start time?

    There are a few ways to resolve the delay issue when the internet is not available.  One is to disable the network adapter.  Another is to set the firewall to block connections by the Quicken applications (qw.exe and quickenPatch.exe).
