I know this is an on-going problem that Quicken is aware of, but it is odd that they've been unable to fix this issue after several weeks -

My multiple accounts with Citi Bank have been throwing this error each time I attempt to download. I would expect that Quicken, since now they have an annual subscription plan only, would invest as much of their resources and efforts into resolving issues with one of the major selling points of their software - the ability to automatically download transactions is what I pay for...

    Quicken Inc pays Intuit for the Express Web Connect service.  They can only do so much in requesting that Intuit get on it and fix it.  What's more, even Intuit might not be able to fix it without the cooperation of the financial institution, which might have different priorities.

    Depending on what credit card you have, you might be able to switch to Direct Connect which is more reliable.  You change the financial institution to "Citi Cards" instead "Citibank", go into the Advanced options and select Direct Connect, and you make sure you visit this webpage on Citi to authorize it: https://online.citi.com/US/ag/ofxConsentPage

    I have a Costco Citi credit card setup this way and it has always been very reliable.

    Note this is only for credit cards, for bank accounts you have to use Citibank/Express Web Connect.
