What is a difference between new customer and existing customer?

I see 40% off for Quicken Premier 2022 on Quicken website for the new customer. Existing customers are not eligible for this offer. If I buy it as a new customer then can I import my all transactions after the installation of the product? What makes a difference other than the email account is changed?

    The account used to register/buy Quicken must never have had subscription Quicken associated with it.  In other words, a different email address.
