Does Quicken take your credit card and then auto-renew?

How does the option for not renewing work? Do they auto-renew at list price and then discount only to new users?

    They auto-renew at the list price Quicken is at, at the time of renewal.  They do not give you the discount for a new user.

    Note your question is a bit confusing because you stated, "not renewing".  I answered for what happens for auto-renewal.  For not-auto renew, you renew whenever you like within 6 months of the subscription expiring and it will extend the subscription.  Or you can let the subscription expire and renew after that (or not your choice, but without the subscription you get all the restrictions on use, Starter edition goes read-only, Deluxe and above get ad that takes up 20% of window, all online services stop).

    To renew you can either buy at a retailer (sometimes of the year for a lower price) and use the activation code when you like or through the Quicken site, and the activation is at the time of purchase.

    Since I only use Quicken 2017 manually now with no online services, can I purchase Quicken 2023 for around $35 from Best Buy and then Quicken 2024 next year, etc? Instead of their $59.95 renewal? Don't need online services. I used to buy a new version once every 4-5 years.

    Quicken is now subscription so there really isn't a 2023, 2024, ... any more (not since 2018), you just renew the subscription once a year, or maybe not.  What I mean by that is if don't need online services and you buy the Deluxe or above edition Quicken Subscription will still allow manual entry after the subscription expires, but there are two ads they put up prompting you to renew that take up about 20% for the main window.

    As for the price that you might get a Quicken subscription in the future, you might be able to find it on sale at different times a year from a retailer like you are seeing right now with Best Buy, but there aren't any guarantees.  At different times of the years the retailers do sale it at full retail price.
